But Seriously, If It was Kenshiro in gotham instead of Batman, Joker would've already been dead!! He'd do a MUCH Better job, since He's Mentally stable enough to kill without being corrupted, since he Only kills those who are just as Irredeemable as the Joker.

it's a proven fact that the joker can travel through different franchises, though originally from the Batman universe he has been spotted in Fist of th North Star, and even Scooby Doo. But I mean really, they were just copying Batman's Joker (or so it seems) because aside from the name, they both wear purple clothes, and have green hair
