I believe one of the files you can unlock in the game says that the man who became Ustanak did it by choice and is actually fully aware of his surroundings and decisions. So in that way, no. Since Nemesis was just programmed to hunt down and kill S.T.A.R.S. members and anyone who got in his way of killing S.T.A.R.S. members. Story-wise nemesis was kind of like a Bio-Machine. Gameplay wise, yeah they are about the same, giant hulking BOWs that are smart enough to switch weapons and hunt down specific people.

The two men who started all the trouble in resident evil to begin with and there kids are the only ones who can stop it.

Ustanak's face looks a little weird here, especially the hair.
The first thing that should stand out about Ustanak is his robotic arm, the most significant feature of him - other than his 12-foot height, of course. Like any Tyrant, his claw is meant to be oversized. Also, it's removeable. He frequently switches it out for a shotgun-like weapon.
