This is Darth Malignous, a fan-made character from the future project called Star Wars: Unity , with 2003 Clone Wars art style, by Genndy Tartakovsky.

After Darth Maul, Count Dooku, Emperor Palpatine, Darth Vader , and Darth Krayt, Darth Malignous, named “Oroku Azai”, is one of the future most fierce and powerful of all the Sith Lord in the galaxy. Supreme warlord of the Sith-in-Exile and New Galactic Empire, he is the archenemy of the New Jedi Order and Galactic Federation Triumvirate as well as the main antagonist, and directly he has a whole nest of intrigues about a young man with his impressive Jedi skills by invites him and offers him to join the Sith, citing a "greater evil" they must face together.
