All I can think of is that such a low cut dress would probably show a bit more cleavage considering Yang's ginormous breasts. Also, her hand on the hat looks weird, like it's more inclined to push it away, off her head, than keep it ON her head. Perhaps that's just because we don't see the entire character though.
