This effect actually isn't that half bad, as it can let you search almost any monster with the right setup.

So it might help slower decks... not everything has to be meta-relevant.

I do not understand its effect, if I tribute a monster with 3000 atk I can get one with 1500 atk or def?

If you tribute a monster who'e combined attack and defense is 3K... you can add another monster who's combined attack and defense is also 3K.

so it does not matter what numbers were, so the sum is 3k, even if I tribute a monster with 1500/1500 I can add one with 1200/1800.

Yes... at least that is how I am understanding it. I have yet to see this in action with the official ruling, but it looks like the exact ATK and DEF don't matter, just the sum of the two.

It has some slight utility for deck-thinning, or for swapping out a monster whose archetype shares their statlines, like the Ghost hand-traps. Unfortunately, it seems a little too slow; if it could destroy-from-hand instead of tribute, or had some Special Summon mechanic, it might be good.
