Did you know there were different type of feathers for Phoenix downs? They can be very pretty ... or not that pretty.Well, now you know.
These four are carried by Turks as they are required to carry one at all times as a precaution.
After all being a Turk is a very dangerous job.
Which Turk do you think carries which feather and do you think there effectiveness would change with the colour that they present?

well, i KNOW reno carries that bright red one XD
and all that red rubbed onto rude's, which is now the red fading into yellow
elena has the bright yellow one
and tseng has the faded one BECAUSE HE DOESN'T NEED IT! XD

Reno likes his red... could be something of a trade mark for him.
Reno's feather rubbing off on Rude's to get that sunsetty look.
Elena so wants the sparkly. She is a girl after all.
Tseng would never need it... even though he does keep dying quite a bit. He needs the others to have them on there person in case Sephiroth skewers him or the Remnants kidnap him again.

Tseng would have the first one because it's pristine and perfect. Reno the second, he must've stuck it in his pocket and rumpled it. The third would be Rude's because he's too tough to need anything bigger. And the last for Elena because is pretty and extra colorful.

I actually typed out a very well-thought out comment for this...but then it got erased when I accidentally clicked to open another site in another tab, but fucked up and yeah. It got erased.
Long story short: The Turks wouldn't carry phoenix downs that each did a different thing. It wouldn't be logical in the heat of battle for each person to carry one that worked better than another, or aided differently. That's not to say that there couldn't be phoenix downs that helped for different ailments that K.O'd someone (one specifically for someone K.O'd from poison, or one K.O'd from magic or physical damage, etc.) but there's no room for error in their job. It would be a huge disaster if say, for example, Elena carried the large yellow one that aided better when someone was K.O'd from the effects of a Summon, and she was the one that got K.O'd from said Summon. The other Turks wouldn't be able to run over to her body, pat her down to try and find her P.D, and then use it on her in the heat of battle. They would only have time to pull out their own and hope for the best. It would be like equipping only one character in your party to have all the healing materia and everyone else to not have any. What're you gonna do when your healer is K.O'd? XD
If anything, they would carry one of each type on their person, but like I said, in the heat of battle they wouldn't have time to sit there and discern which P.D would work best. 
But as far as to which phoenix down belongs to which person...my theory is this:
Elena's would be the pretty yellow one, only because she would most likely pick it out for the aesthetic appeal, being a woman and all. Plus, it would match her hair.
Reno's would be the large, rumpled-looking one in the center. It looks as though it has been sat on and ignored for a long time. Like it was in his back pocket and went through the wash a few times. It matches the state of his uniform, you know?
The small red one is Tseng's. It's compact, easy to carry in various pockets or pouches, neatly cared for and reminds him of Reno's red hair.
And finally, because my personal fanon believes that Rude is from Costa del Sol, I'm saying the sunrise one is his. It reminds him of home with how it's colored. It's like the Costa sunrises he used to enjoy with his family when he was a child...and then later on is like the tequila sunrise drinks he used to enjoy when he got older. LOL
And that, is my theory on your beautifully drawn feathers! Great job on them, by the way. Each has its own personality.
lol I just noticed the rumpled-looking one looks as though the quill has been chewed on like a pencil. Yes. That one is definitely Reno's.

The Turks would always be prepared.... I wonder how they test such equipment before it goes out for use? How do you test a feather?
Tseng wouldn't allow faulty equipment to screw up the battle.
Elena would like the pretty feather and treasure it even more if Tseng gave it to her. Even if he is only looking at it as a piece of safety equipment. (I sound like I am at work here)
The large feather that is rumpled and torn up could totally be Reno's. It matches his suit.
Dwah, that is a cute reason for Tseng to carry the red feather and the same for Rude. It is sunsetish in nature.
I wanted to make sure that each one was different as I do not believe any bird out there has the same type of feathers all over and would be very different.
I do think the attributes could be slightly different but only in extremely stressful circumstances would this be noticed, otherwise, they would act all the same and do their job.

Reno would take the smallr ed one because it matches his hair and I figure he'd tuck it into his goggles and hide it in his hair. He wouldn't keep it in a pocket, his hands are for his pockets.
Tseng would have the next smallest feather because the bigger ones wouldn't fit on him ith all the other odds and ends of weaponry he has stuffed all over him.
Elena would ahve the yellow one becuase it matches her hair and because she, unlike Tseng, has had purse experience and knows how to fit all her equipment into her pockets without having any trouble. I swear purses are magical because I can fit more into a small purse than I can into my large book bag. I've fit whole textbooks into my purse with room to spare and my purse is only 8 inches wide. My text book was 12 inches wide. Messed up stuff yo.
Rude wouldve the wide feather because he wouldn't care which one he got so long as he got one. Since he doesn't ever speak up, he wouldn't be like Reno and scream, "DIBS ON THE RED ONE!" before running off with it. He wouldn't be like Tseng and exert his superiority to get the feather he wanted. He would be a gentleman and let Elena choose first. Rude's just that nice despite his ass-kicking abilities.

Purses are magical bags! I don't know how it holds so much stuff. Elena would know how to carry all her weapons and recovery items in a sparkly little sachel!
Rude wouldn't care. As long as it worked and would it really be worth it with everyone clamoring over the other ones? Hardly. Rude is a gentlemen, when it is required.

Purses are amazing. my purse looks so small but I get lost up to my shoulder in it looking for things on a regular basis.

OOH My turn.
Reno has the short red feather. He tucks it under his goggles and it blends in with his hair.
Rude has the pale slightly banged up one. He hides it up his sleeve poker card style. And when he fights it gets a bit banged up. But shows how little he actually uses it.
Elena has the long golden one. She seems very anal about procedure and probably very O.C.D about neatness. It also looks to be newish.
Tseng carries the short multicolored feather in his inner coat pocket. Perhaps wrapped in a silk handkerchief.

Elena does strike me as the type to have a little bit of OCD in that regards as well as Tseng carrying it in his in a kerchief in his pocket... it must have been a gift from someone special!

Reno's got the broken one - he sits on it. Rude has the yellow one - he can use it for Reno as well. Elena has the red because it fits neatly in her pocket, and Tseng has the remaining one because Rufus gave it to him as a birthday present!

I think that Tseng would carry the small red one. If we are to make up our own stories behind the abilities of the pheonix down, I would say it has the quickest revival but would have the least effect on one's natural healing abilities. (I think he is more for natural healing and would believe that potions and other magical remedies would slow one's ability to recover on your own)
Reno would carry the multicolor one. It looks like it would revive someone quickly enough and give them enough energy to pull off a limit break in retaliation afterward. Kind of a "take that bitches!" move for him.
Rude would take the large, dull gold one as while it may be slower on revival, I imagine it would return the person to close to full strength so they can defend and get the hell outta there.
Elena would take the long gold one as it revives a little faster than Rude's though not as fast as Reno and Tseng's. I would also say it adds speed to the person revived so they can bolt out of the situation and get backup

Good story lines!
Tseng being the babysitter of the bunch would have the quickest acting one and probably the most powerful and I like to think of him as having some natural healing abilities.
Reno would need something quick or else he would get impatient.
Rude is the slow, steady and a constant force in the background so that makes perfect sense as well.
Elena is the middle ground. She hasn't made much of a name for herself yet so she is mediocre as of yet.

As for who carries which... hmm.... Reno, the small red one; not particularly effective at reviving others (he ain't there to babysit, yo) but does significant damage when used against undead enemies. Tseng small one with all the colours because he (unfortunately) *does* have to babysit everyone at one stage or another, and that one (I think) would have the most oomph. Finally, Rude the long yellow one and Elena the middling orange with the mildly scruffed side, with about equal revival power. I don't know what I imagine Elena as a bit scatterbrained when it comes to support items (I just have an image of her having the feather in her pocket for months and forgetting about it... putting it in the wash and so on XD) whereas Rude is rather meticulous with the state of his gear.
