I always loved it when a character has a story-based reason for why they have to cross-dress, and especially when it's because of a ridiculous rule or system that they "have no choice" but to follow.

If your resolution is too low, the sign says:

"Notice to our male guests. Starting on June 1, 20XX, we will require you to adhere to the new dress code, prohibiting male toplessness. Swimwear traditionally considered "female" will be the only types accepted; for further questions, ask our on-site staff. Thank you for your understanding."
