This is a very solid take on Red Hulk. The pose that you chose makes him look powerful and life-life, and quickly conveys that he's charging at something. The lighting is also well done, and coneys form fairly well.
Overall, it's a very good picture. My main criticism for it would probably be how you drew the muscles. They do convey the idea that he's very muscular on first glance, but upon further inspection, they appears a little too...segmented. The muscles are separated a little too harshly (mostly because of their outline), and make it look like they're just sitting on top of the form instead of being part of it. Kind of like (and I don't mean any offence by this) if you squished a chunk of uncooked meat down on another. Particularly on the arms. His back and front look fine.
Something else that's noticeable, to a lesser degree, is that the muscles don't look like human muscles that were just exaggerated. I'm not very knowledgeable on the Hulk's universe, so he may have a different anatomical structure than humans, but that just stood out to me. My advice for this would be to have some anatomy reference open while you're drawing, and to just experiment with making certain muscles bigger.
Also, the head might be a little too low. I can definitely see what you were going for with that, him charging head first and all, but with the way it looks right now, I could kind of imagine him standing up and his head being on his chest. But that's very minor in the scope of the picture.
Overall, like I said, this is a solid picture. I could even imagine this being on a magazine cover. It's only upon critical analysis of it that certain things really stand out, apart from the muscles separation as I mentioned earlier, which is noticeable fairly quickly. There are a lot of things you can get away with doing, that can just be attributed to style or interpretation, like how the muscles don't look entirely human. It's perfectly acceptable since you're still getting the point of the picture across overall, to which, unrealistic muscles are kind of a nit-pick. But it depends on what you are going for. If you want to be more accurate to the human body, practice drawing it and exaggerating it until you're comfortable with it. But if you're content with the way you're doing things currently, then by all means. There's nothing wrong with that either.

I'd say a bit of work on anatomy and you've got it pretty solidly down. The toes are a bit strange looking as is some of his facial features. The forearm on the right looks like he's wearing something on his arm rather than it being a muscle. It looks like you were working with a lower DPI so when its time to do some of the finer details (the face for example) they'll get lost in the fuzziness. And his lips turn up in a very awkward way, typically wouldn't be able to do that based on human anatomy but it is the red hulk, so who knows.
If you say what you're trying to improve your drawing skills for (animation, comics, books, glamour shots?) I can provide some better feedback! I had to study the features pretty closely to come up with all those little tid bits, but for the most part this drawing is fantastic! If I hadn't seen you ask I wouldn't have mentioned anything except for "Fucking sweet dude!"

первое впечатление очень приятное, освещение нравится, мне с пальцами ног не совсем понятно, может потому что ногтей не хватает, складывается ощущение что они подогнуты, но на подогнутые тоже не похоже. Ключицы не хватает одной, поэтому пропадает шея и смотрится обособленно голова. Ещё как мне кажется голова не совсем на месте или не в том ракурсе, в этом случае я бы просто сместил её выше или больше наклонил, чтобы взгляд был совсем исподлобья, так то всё клёво)
