Welp I'm not an expert or anything like that lol, but what I usually do to get the circle light effects is creating a new group, then into it, use a not so big soft brush (like 100 px for example) in white color, after that, create a new layer on the group, get a bigger brush (160-260 px, it depends on how you wanted it) and select a color you'd want to use (in my case I used pink and purple pretty much) and then brush with it on the white soft circle, but not exactly in the center, move the brush like a bit, and change the layer blend options to Screen. Repeat this process around 2-6 times with different colors or the same colors with different tone. You'll get the effect
