Techno punk, that's exactly how I'd describe that, yes.. I like the side tie design very interesting. I'm assuming those yellow areas glow in a blacklight? I bet that looks cool.

Nice outfit! Clearly, the original owner also has a shoulder tattoo(s). It also has lots of straps for fidgety people to fidget with.

I don't know if the original owner has tattoos... According to Phoenix the original owner didn't even wear the sleeves.

Luka's had his tattoo since his days as a labor drone.
