Actually, before polyester was invented, the only material that could be weaved tightly enough to make a reliable parachute was PURE silk. They were very expensive.

Also, you forget the tears... The founders were literally stealing ideas from other times/places... Also yeah Columbia did have parachutes... (You couldn't see it from the rocket you sent up, but if you listen carefully you can hear some parachutes open as you start drifting back down for a soft landing.) Now why they weren't widely used, I have no idea...

well see since Columbia Is always Moving(according to the story Cannon anyway) any Jump would put them in any one of the places listed on that map of a (possibly) predetermined flight path, plus without an altimeter it would be hard to judge when to pop the chute since too early and you go off course and too late and you don't slow enough to not die.
a better question to ask would be why aren't there any emergency 'chutes around Columbia in the event of danger?
or some smaller H-A Balloons?

Actually the balloons that they use to suspend Columbia are more of a back up than anything else. Rosalind Lutece discovered a way to basically nullify gravity. To quote her twice (probably fumbled it somewhere).

To be fair, I don't think Booker was completely aware he was going up to a sky city. Also, the city was over the Atlantic at the time. I'm sure he wouldn't risk blind jumping into the Atlantic ocean without assurances that someone would pick him up. Obviously the Luteces are too caught up in their own little games to say, "Hey, we can go anywhere in time and space and could totally make sure you parachute onto a cruise liner." In fact, I think they pulled him right out of his house without really explaining anything to him. So, every plothole in the game can be blamed on the Luteces.
