Princess Siri, a character from yet another Brandon Sanderson book, Warbreaker. This book is, by the way, awesome and completely freee- you can find the whole book on Sanderson's website. Original magic system, good characters, cool twists, and some interesting worldbuilding. Go read it. c:(some small SPOILERS)
The fan art is of Siri dressed up to meet the God King. The room's walls are painted black, and the rainbow effect comes from the God King's biochroma. Since Siri's eye color is never actually described and her hair color changes with her mood (white for fear), I drew her appearance in this scene because it's shown on the cover of the book and is easy to recognize.
