i sound like a pest but how long does it take you and maybe other help to create the oc design?

Me and my friend took it one step at a time. Started with basic looks. Then thought of little details. Like her ribbon and the blue on her outfit. Then what type of personality she would have. And from there. You think of the powers and the zanpokuto. Look up some profiles and see how people put them together. Only thing I suggest, give your shinigami flaws. Nobody likes god characters

you just need to find someone that will work with you and show you some concept sketches. Or just look for people that do really good Bleach art and also do OC's.
There is a ton of people that are around. Just have to look for the right persons. If you have more problems, let me know. I'll see if I can find someone.
But, what are you looking to do? You just wants a profile pic, or some type of pose? Or just a Ref pic?
