I have always seen Lugia as male because of the second movie and the building behind it, but I could completely understand why someone would think of it as female. I noticed here I made the eyes a bit more slanted and feathery but that was more to give off the sea dragon aspect then determine gender haha.
I'm fine with people seeing Lugia however they want when they look at my art though!
