It's too early in time for Bolivia to happen, but it doesn't look like it will get founded - in this versions of events, the Incans (or rather, their vengeful dragons) expelled the conquistadors, and the Incan Empire has since expanded to include present-day Chile, West Argentina, West Bolivia, West Brazil, Peru, Ecuador and South Colombia.
However, the Viceroyalty of New Granada seems to exist, so Simon Bolivar will probably still be born and revolt to create Gran Colombia.

Yes, they couldn't have picked a better location to go to (South America)! It's mentioned in one of the books that the Incans are still powerful, having forced the Conquistadors out. Historically, after conquering the Incans, the Spanish moved south from Peru and colonised the south. As a result of these changes, the borders will be drastically different!

Serbia isn't right - the northern part of it was controlled by the Austrian Empire at this time.
This is more or less how the world looked around the early 1800s - there's plenty of historical maps to prove it - with a few changes to accomodate the events of the Temeraire series.

Yeah, one of my sources said that Serbia was making a try for independence from the Ottomans at this point, but I'm not sure if they ever made it to separate country status. I'll probably get rid of it when I next update it.
