My favorite episode, next to Phantom Planet. The third and final season of the show is when the romance and feelings really started to heat up between these two. I think Sam started falling in love with Danny as early as the Fanning The Flames episode. And I think Danny started realizing his feelings in the Double Cross My Heart episode. So yeah, it took Danny longer to realize his feelings for Sam, but I guess better late than never.
