Ah, yes. Allow me to explain. On Person of Interest there is a machine that is able to detect acts of terror as well as what the government considers irrelevant crimes. A social security number is given to Harold Finch and his cohort Reese if someone one is going to be a perpetrator or is in imminent danger. With all the trouble Shawn gets in I would think his number would arise in which Finch and Reese would have to protect him and most likely his friend Gus too. I hope thus helps.
