Pokey Pierce appears at Diamond Tiara's cute-ceaΓ±era (S1E12 Call of the Cutie) popping balloons.
The ring's size is such because it's more recognizable than a hoof-ring. Shining Armor uses one of this kind to put on Cadance's horn, and I suppose they're ubiquitous yet symbolic for non-unicorns.

Well Shining Armor had one such ring for Cadence at their wedding. I assume such rings are ubiquitous for ponies, but symbolic only for non-Unicorns who are incapable of wearing them.
It made more visual sense to make something recognizable rather than a hoof-ring, or going by another headcanon I've seen: engagement ear-rings.

It's basically because two things, both by fans:
1. Their color schemes match together pretty well
2. The idea of Pokey Pierce popping balloons fits well with Pinkie's cutie mark.
It's a very underrated ship, but has its fans. Me included.

It's contrived. Pokey is a minor background character, and the extent of his involvement in an episode is popping balloons at Diamond Tiara's cutecenera in S1E12 Call of the Cutie. Pinkie Pie's cutie mark is balloons, and the rest is fan-driven.
