I can imagine Anders suffering a fate like Jack, being taken by Cerberus when he was shown to have biotic potential. He'd probably be one of the children that were treated worse than Jack. With Ser Pounce-a-Lot maybe he found it during one of the few times they were allowed outside (one of the attempts to make Jack resent the other children) and he snuck it into his cell and looked after it.
