It seems that they could never make up their mind if Akane was a fighting machine that her father wouldn't let run to dojo due to sexism, or just a brat that nobody wanted to fight back again (like the mob of teenage brats and Kuno she had to punch out every day just to get class due to Kuno's stupid 'the one who beats Akane gets to date her'.)

Well, part of it can be attributed to the differences between the anime and the manga. Some inconsistency there. However we also see times when Akane can easier break through ropes, and then in a different story when she can't.
Really, how strong she is (as a fighter or just physically) really hinges more on the needs of the plot than anything else.

In a way it's both...
Akane's been competent with regard to her own ability, but thanks to the full lack of training from her father... for whatever reason... she always remained at a intermediate level. She wasn't a beginner and wasn't incapable... BUT so many of the threats in Ranma 1/2 weren't her equals. They were complete masters of their own chosen form... and Akane, in her own anger and/or self-righteous fury blundered into situations where she was completely out classed... It'd be like a guy who's taken karate lessons and got a yellow belt challenging Bruce Lee to a fight to the death...
It's not so much that she's incapable of defending herself... She isn't some token "damsel in distress," but there is still a difference between a "martial artist" who's training consists of breaking cement blocks and boards and ONLY that and masters who've had far more intensive training. Akane could never tell that difference, and Ranma, while he ultimately didn't want her to get hurt doesn't know the meaning of the word "tact" and thus came off as insulting, which ultimately made Akane all the more determined to prove she could "hang" with Ranma in a fight.
