Hmmm I have to admit the reveal that The Cripple getting that scroll was something he wanted to get for Kodachi and got to her and obviously she is interested in it and obviously this will be the thing that will bring everyone together is a pretty great twist and reveal and kind of shocking moment so yeah really good stuff on that.

Somehow, the Cripple knew that the information on that scroll was what Kodachi was looking for. Maybe she hired him to work as some kind of informant? After all, she needs some way of keeping tabs on what's going down on Mars. Still, there's probably a lot more to this than it seems.
And I wonder if it has something to do with the brainwashing, like that scroll Shampoo read a while back?
After all, the shocked look on her face is quite similar to Shampoo's.

More like he anticipated what she wanted given her reaction. I doubt she knew the contents in advance or hired him given her reaction. The bigger unanswered question, is how did he guess/know and what exactly are the contents of said mystery scroll.
Also notice she doesn't know (or perhaps cant) restore her two "pets" to their "non-attack" status.

Good question. If the Cripple knew what was on the scroll, then it's likely he's in on whatever conspiracy the information is part of.
Kodachi's pets, meanwhile, were likely the result of a bug that was encountered during the brainwashing experiment. Deactivating their feral mode may be more complicated than just blowing the off-whistle like with Akane and Ukyo. They'd probably need to have the brainwashing machine used on them again after the bugs are worked out.
