Thanks been doing quiet research for this over the last two days. It's fluff and fiction, and if i wanted to i could make up stuff as i go along, but i want to try and follow as much established stuff as possible.
I've established the year as 'Y167', in SFB terms. The year the Federation decide to make carriers and start a project to refit the DD into what will be known as the DE. The Minerva was a DD built near the end of Y166 and it's first assignment is to travel to an out of the way sector of space to get these refits.
Of course, if the 'Axis' powers know about this, it's in their interest to disrupt such a project. So the Minerva's first mission is going to be anything but a quiet refit.

I'm working out the numbers at the moment to make it into an SFB scenario. Something small that wont take weeks to play.

The Minerva is going to totally suck for the first fight. I've worked out it's BPV using the (illegal) S3.3 Modifying Ships rules. They were used to dumb the ship down to reflect its unique status. It's calculated like this...
94 bpv for the cost of a Federation DD
-10 bpv for (2) Photon Torpedos that were removed (To make space for the Drones being installed for DE, refit)
- 8 bpv for (4) Labs that were removed (To make space for the Cargo being installed, for DE refit)
+ 4 bpv for (4) Cargo added
80 bpv is the value of the Minerva at this point, but she's going to be green crew of cadets, which i'm going to consider as a 'poor' crew (which reduces the BPV to 80% of normal)
So the Minerva is only worth 64 bpv. They're going to be the Star Fleet version of the Bad News Bears. Getting the mission done with a competent crew is easy and boring. Getting the mission with the Crew of the Minerva will be more interesting to watch.

I almost ripped out the Minerva's Phaser-3s, since they're suppose to be replaced by gatlings, but had a soft moment and left them on so that they would have some defensive guns.
The name of the scenario is - Status of USS Minerva refit - 'FUBAR'
The bad guys in the story will be the Romulans (150 bpv of them to be exact), I'm toying around with Small cloaked sub-light ships to bring a maximum alpha strike, and maximum Boarding parties to the fight.
The Federation set up is along the lines as so. The Minerva is entering orbit around Nirvana a planet with unusual conditions making it normally slip under the radar, and perfect for a covert refit.
The Minerva, on paper, is worth 64 bpv but it's going to be docked to the SAM and will be 'inactive' due to the refit activity. With a poor crew it's going to take forever for it to get into the fight, so her bpv isnt even going to be considered for this. The only thing she's going to be good for is soaking hits on the SAM. Half of the crew is on the Minerva (per inactive status) the other half is on shore leave on the SAM.
Nirvana has a SAM in orbit (38 bpv) with two repair modules (24 bpv) that will be used to conduct the refit work on the Minerva. One of the two docking points has a Civilian Cargo Pod (14 bpv) with material used for the refit work attached to the SAM. The other will be used to dock the Minerva. The SAM is at WS-0. They're preoccupied with refit work and not really paying attention to their environment.
There's a small warning station on Nirvana (22 bpv) that is used to monitor activity in the area and to provide EW support for... the ground fighter base (12 bpv) and the Fighters (40 bpv of fighters and drones). While they're not 'expecting' a fight, they are being mindful and keeping a watch out for trouble. They're at WS-2. Indicating that they have two fighters in the air, that are within (6) hexes of the SAM.
As the story goes, with the use of cloaks, and a ew enveloping plasmas the romulan force get into position to cripple the Federation units. Too easy for them to win at this point, if destruction of the federation units was their only goal.
The true objective of the Romulan task force are the Gatling Phasers that were to be installed on the Minerva. Which are on one of the Federations Cargo boxs (on the Fighter Base, the SAM, or on the Minerva itself). To capture this desirable technology, the Romulans have come to the fight with full complements of Marines. Boarding actions are plotted to follow after a brief (but brutal) skirmish with the Feds. So it becomes a shell game, as the Romulans try and play find the Gatlings, which should allow the Fed a chance to breath and perhaps recover from early beating.
An alternate scenario, could have the attack occuring after the Minerva's been fully refitted into a Fed DE (96bpv plus drone cost would be at a 80% discount of BPV because of the Poor Crew) add the Minerva's cost to the Nirvana units (150 bpv) and face them off against a 'fair' value of bad guys (Klingons? Lyrans? Romulans?)
Since the year is 167, there are not Federation Carriers to make use of the DE's Fighter facility, so borrowing them from the Fighter base for fighter operation makes use of it. The Minerva is a tough little boat, despite a poor crew.
