The bones aren't necessary. You can add them with the editor when you'll make the complete model.

I meant that you can associate the hair with the bone of the model you want to modify by clicking on "Wght" (sorry for my bad english). And I think this models are from smf or gmod or other program. It's more difficult add a bone to a model that doesnt exist.
