Unlikely the other views, this presents a very frontal perspective of elements in a row. It could make think of an ancient use of old people sitting outside talking between them: a lost sense of community.
The subject is decadent because of the contrast of two realities: the old buildings, ruined from the time and probably from dried salt, and the graffiti tags as well as the dirt on the pavement. This contrast can be seen in lots of recent works, but because it provokes an emotional contrast too.
Colors are consistent with the emotional idea it suggests: nostalgia, rage and helplessness.
The fading corners, the circle of light at the center of the picture can be decorative as well as an ideal focus, like suggesting that this part of the city should be considered in a different way, or separated. It may also symbolize that this picture is an archetype of Marseille's like in the present, and for this reason highlighted.
