Imperial Watchers are always with an Acolyte, here I wanted to show both of them more in focus.
Acolytes are still coming to full-on-psy-transformation; so they still have sight but starts to get worse. He is therefore wearing goggles to assist his sight.
They are taught all forms of skills to from weapons training to martial arts to later using full on psy-energies.
This scene has the acolyte assisting the Watcher in an investigation, the Watcher senses a dark presence. The Acolyte prepares his weapon not intending to be taken by surprise.
All Artwork render was done in Daz Studio 4.11 and post work was done in PS.

I like the depth of this.
It's only two characters at the ready, but my head has built a whole world around this scene.

The Watcher.....what a face. I do believe that's a face that's seen everything. How else could he have a mono-brow like that?
The Watcher stands in a stone nexus. Does he use the whole building like an antenna?
I would think the acolyte's forehead tattoo should be smaller than the watcher, so if this acolyte manages to make it to Watcher, his tattoo could be built up to show his attainment. Jr. Acolytes should have small simple tattoos.
Unless I misunderstand your world. I haven't read the story I'll admit.

It's good impact, yes; a very intense portrait. As a cover image it's good if he's the focus of the book; though the original image gives a bit more information about the world - the fusion of what looks like a mystical/fantasy aspect with a gritty SF aspect.
