All you need is Photoshop or any other graphics software and a lot of patience while practicing.
I took the original photo and added some layers for contrast and color, some black and white, a few textures and played around with the layer settings. Basically I just start out somewhere without a concept or anything. With this one I only knew I wanted some icy blue in it and then I just... started ^^
