Been trying to get this one done for several days now. Stuff kept coming up.Working on Celestia next, then probably either AG or revisiting Applejack, Fluttershy and some edits on Rarity for print.

Yeah.
We generally assume they're right because of cultural influence - you usually see that sort of placement in Judeo-Christian-catholic mythical/anthropomorphized portraits showing "God" or "angels" in human form. I assume that they placed the wings up on the shoulders there because they would feature more prominently in design there and bring the eye more towards the face than the figure.
And well, that's where most of these winged people exist in art.

I don't think it'll be common to place wings there though; they quite simply look cooler at the shoulders, and that's a mighty powerful factor.
Take, for example, sound in space. Everyone knows that sound cannot travel through the vacuum of space, yet pretty much all sci-fi anythings out there include it. People would be more upset if they left it out. ^^
