I meant how do you crop and resize an animated stamp, because photoshop won't let me open it animated.

Well, it's a simple trick!I have a program which allows me to make animated gif!I opened your stamp with that program and I divided it in three pictures ( the one with the big heart-shape, the one with the smaller heart-shape etc. )
After that, I resized the 3 pictures on Photoshop and in the end I made it animated gif again, using the programm for the gifs!
Well, to much work, but it worths cause i love ocean
