Interesting construction! Is it some kind of elevated railway? (poking around on the net I found pictures which suggests so) Guess the speed is not very high (ten miles an hour maybe), we see some better job with the alignment even on the narrow gauge I volunteer at

Yeah the speed is not very fast at all! It is an elevated railway, along the Death Railway in Thailand!
