Not in this case, purely because gay marriage is illegal in Vegas. A brother and sister could theoretically marry if they lied at the time of acquiring the license; Vegas's officials tend to hand them out pretty liberally because if you get drunk and married and annulled/divorced, that's all sorts of money in their pocket. It would likely be discovered at some point, though, and you could face a fine and/or jail time (plus it'd be annulled).
"Got drunk in Vegas and woke up married" is a popular theme for crossover fan fiction, so I looked this up at one point. >.>
