To be honest, I would think Jeff would make himself uglier to be disguised. The first panel is how I think he would look, while the last one is how he thinks he would look. I think this because it would be hard for him to say his catchphrase without lips. But... everyone can see him how you want to. After all, that's the point, isn't it, of these characters?

well you have to keep in mind that to draw that level of detail, every single time can sometimes can be a real hassle, especially if you animation. Reason why a lot of people simplify him. Also not all of us have actually seen a person who been burn that badly and lived.
