PS is mostly aimed at professionnal photographers to be inserted in the graphic universe ( with illustrator and indesing ) for edition. It contains many, many tools and you can add more, but it is not aimed a painting directly. l PSP that apparently, contains more ready to use goodies and painting and drawing tools. In Adobe world thoses things are in Illustrator, that I dont know well : I know very well the color aspects in PS because as photographer, I am a color freak.

Of course they are artistic tools. You can make anything with PS, the only limit is imagination...Well, some little things are missing also, like a tool to draw spirals directly. It is more an Illustrator thing but I am not familiar with it.
