These are the villains that simply can't get the miraculous because Gabe gave them stupid powers or motives. I'll exclude Heart hunter and Risk because they weren't made to get them. Instead they were pawns in bigger plans.

Pixelator
His power is to shoot lasers that teleport people in a white void dimension. He was also able to pixelate Ladybug's limbs which made them unusable. But, uh. WHAT HAPPENS ONCE YOU TRAP THE DUO IN THE VOID?!?!? You can let them out but they'll just fight you again. Not only that, He's one of those villains that's more focused on their goals then getting the miraculous. I guess he can trap them once they used their powers and wait till they transform back.

Reflekta
This is actually a WORSE version of Pixelator. AND HE KEEPS BRINGING HER BACK! Once she transforms a hero, THE MIRACULOUS IS GONE. So what do you do after that? Change them back? Well, again, THEY'LL JUST FIGHT BACK! STOP BRINGING HER BACK, GABE!

Now these two villains have decent powers. But are more focused on fighting each other. It's similar with Dearest family, but at least TRY to to defeat the duo. And theirs more of them.

Gigantitan
HE'S A GIANT BABY. LITERALLY!!! WHAT WERE YOU THINKING, GABE?!?!? HE'S NOT GONNA GIVE YOU THE MIRACULOUS. HE'S A BABY!!!

Ryukomuri
So, uh... Perfection spoilers. This villain is a giant air lady that is untouchable and is armed with the dragon miraculous power. One, SHE'S UNTOUCHABLE LIKE A GHOST. So how is she meant to get to get the miraculous? Two, this villain is just sad and wants to be alone. Gabe should have given the dragon's power to Weredad like in my dream a couple months ago. So, Gabe, Good luck with Riposte in Protection. Let's hope you make smarter choices their. Damn, Gloob, why do you gotta air it out of order?
