 Maybe I could answer that question for you? It's because the first modern forms of birds appeared in the Cretaceous Period before the extinction began (before the rest of them lost their teeth as they evolved).

actually there are some theories about duckbilled dinso and ceratopsians being ocassional scavengers , doesnt sound so crazy since modern herbivours do that some times when food is hard to find
