If you use Photoshop to color your artwork, I may be able to help you use colored lines. It's still very difficult to do.

You have to have a VERY large working space, small pens, and color digitally without using the color-drop (or paint-bucket) tool.

I'll start with one of the most noticeable things about this piece - the color. Overall I feel that the colors are a bit too saturated, especially in the sky and the girl's dress. In addition, the coloring in places (the grass in particular) looks a bit sloppy. Show the audience you care about your work by not trying to cut corners and finish it faster. Your audience will still love you if you take a little bit more time to neatly color your works.
To be honest, the shading looks like it was done with the burn and dodge tool, and if it was that is not a good habit to have when painting digitally. Instead, try learning about color theory and how it applies to shading and lighting. I can link some wonderful tutorials if you want.
Onto the anatomy. Overall the anatomy looks ok, though in my opinion the head is bit too large, which isn't helped by the angle of the face. If you want to keep the angle the same, I would suggest shaving off a bit of the face on the (our) right-hand side.
I've never watched or read Hetalia, but I don't feel I need to do so to get an accurate idea of the personality of the character you portrayed here. The subject matter is very cute, and is drawn very nicely with the exception of the bottom of her dress, where it looks like (to me) that you tried skimping out on detail.

Well, [link] this is a skin palette that show different skin tones and what colors that artist uses for highlights and shadows, and is good for learning to soft shade skin; [link] good for general soft shading though it make take some time to get used to using such dark colors.
If you want to try cel-shading, you can try this method [link] (it will be a little huge, use the control key and the mousewheel to make it smaller.)
You don't have to do it exactly like he does, I just needed a cel shading example xD
Most artists use a dull,light bluish gray when cell shading on a multiply layer above their flats, which works for normal lighting.
In the end it depends on what style of shading you want to use and how much you want to practice.
In my opinion, soft shading is a little more difficult and may require more practice at first, but I prefer soft shading my works.

I don't know Hetalia too well, but I do consider myself as a fan. Well, the colors, especially the way you colored the girl, the chick, well about everything. It is beautiful. What I want to say is that you need to improve the anatomy. Her head shape looks a little too chubby, as well as her entire body. I understand how hard it is to draw children's anatomy, especially it is different from the adult or mature anatomies. Anyways, the chick in her hand makes the picture beautfil, as well as sweet and cute. Keep the great work up!

thought this doesn't really look like a chibi, it doesn't change the fact that that is very cute. One thing that I noticed was that your lines aren't very visible, also you should have made her dress a different color, that way it wouldn't blend in with the grass so much, but its still obvious that its a dress. Same goes for her bonnet, it almost blends in with the white of the sky. The little birdy is really adorable and the flowers in the background give us a sense of awe.
All in all a really adorable creation. :]
