Shan Yu is a beast yes, but...
-Ficticionally, Ruber killed a dragon with his bare hands, catched the had of a spiked mace without getting his hand full of holes, actually enjoyed diggin his hand in burning embers, and survived being crushed by an ogre that had to be bigger than the damn Iron Giant. Plus, insanity is better than just skill when you're bigger.
-Realistically, Ruber has the main advantages that europeans and knights had over asians and mounted archers: size, armor and skill in melee fighting.
-Personally... Gary Oldman.

I give them a tie. Ruber strangled a dragon with his bare hands, but Shan-Yu had a bigger impact. It can go either way. Shan-Yu is a better character though.

I've choosed them, because they're very similar characters.
But it would be interesting, when they would fight in an official Death Battle by Screwattack (or someone other).

Without henchmen, nor avian pet, nor magical artifacts, just blades or bare handed. Getting that established, let's start:
With Shan-Yu the thing is that he's an impeccable tactician and he can keep his temper cool, unlike Ruber who's prone to mad outbursts. He could be able to figure out Ruber's strengths and flaws quite easily while the redhead would totally throw himself to the fight without measure his enemy.
But thing is... that Ruber has almost superhuman strength. True that Shan-Yu survived an avalanche, but that's due to his training, his endurance to cold climates because his people (the Huns) are nomadic and they are used to adapt themselves to the environment quite fast; plus his survival instincts... but he has nothing to do against nearly superhuman strength.
If Shan-Yu is smart enough, maybe he can use something around him to trick Ruber into a trap. Otherwise, the redhead (who has all the physical traits to be Scottish and, thus, also used to harsh cold climates and is probably well versed in guerrilla strategy no doubt inherited from the Picts, ancestors of Scottish people) has the upper hand in this battle. Maybe Ruber can be younger, mad and impulsive, but he is a brute able to defeat a dragon bare handed and taking several men down without bating a lash.
Could be an interesting battle though. For me its Ruber the winner unless Shan-Yu pull the strings to his advantage.

In that scenario my moneys on Shan Yu. With Excalibur, however, Ruber is invincible.

Experience and strategical skill: Both are no doubt exceptionally skilled fighters, but Shan Yu is obviously a better strategist. It's unknown if he is the king of the huns or simply a high-ranking general, but either way he probably achieved his status through years, maybe even decades of experience in battles and eventually successfully commanding the army. Ruber was Arthur's knight for 10 years, which is quite well, but still in terms of experience, I strongly believe Shan Yu has the advantage.
Strength: Both are real powerhouses, but, sad to say, we haven't seen much from Shan Yu, while Ruber killed a dragon with his bare hands. Possibly equals, possibly Ruber.
Pets: Ruber: A griffin who is a lot bigger and stronger, but also one big dimwit (as even Ruber himself notes). And he's had problems with a falcon before. Hayabusa is a lot faster, a lot smarter, and a far more successful and reliable companion than the griffin. This one goes to Shan Yu.
Capabilities of the army: Under the leadership of Shan Yu, the huns devastated a lot of China, utterly crushed probably the best group of warriors the Chinese had to offer (the imperial army under general Li no less), and possibly beat the Chinese in some other battles along the way. Until Mulan came along, the huns had been going on a streak of success. The iron barbarians of Ruber are practically walking weapons and their iron bodies give them the advantage in durability Not sure how much punishment they can take, though calling them invincible might be an overstatement And the way that 'Axe-chicken' gave one a beating indicates that while they're durable they still at least feel the hits they take. And despite their savagery they seem to be still more or less incompetent, for they succeeded in capturing Kayley and gaining the Excalibur only after setbacks along the way. In other words, they don't really have much achievements for their name. Not to mention the huns are stronger, fiercer and in all probability have a massive advantage in numbers. And the iron barbarians possess one extremely fatal weakness...
The potion that caused their transformation supposedly came from ACME.
Tough one, but I'm still giving this to Shan Yu.
Overall:
Experience and strategical skill: Shan Yu
Strength: Ruber
Pets: Shan Yu
Capabilities of the army: Shan Yu.
Final verdict: Ruber is possibly stronger and has proven himself to be one badass fighter, but unless he has Excalibur, Verdict is

es ist excalibur. ruber war mit excalibur unantastbar. bis kayley und gerrit ihn dazu brachten, das schwert im stein zu versenken und solange shanyu nicht an diesen stein rankommt, kann er's knicken >: D

Ruber has some similarities to Shan Yu from Disney's Mulan, another animated film that also came out in 1998:
Both have the same hairstyle.
Both have murderous teams of only men.
Both have avian creatures as pets (Hayabusa and The Griffin), who were burned out by comic relief dragons (Mushu, Devon & Cornwall).
Both attempted to kill the female protagonists (Mulan and Kayley) with swords, but failed.
They both met their explosive deaths at the end - fireworks for Shan Yu and the stone for Ruber.
