For pastel pencils, hairspray usually works as a fixative, but I'm not sure if it works with charcoal. Try making a simple drawing with charcoal and using hairspray, just to be sure if it works or not.
Artsy tips aside, awesome job! I love how you drew the expression on his face.

I don't know what was wrong with me, that I didn't favorite this sooner.
When I got to this part in the Brick, for serious, I think my jaw was about to detach from my face. Absolutely the most awesome part of it.

(That part was great, too! Took years off poor Valjean's life, there, and probably shocked the crap out of Javert, as well. (I can't remember if we got to see Javert's reaction to that, later? I plan on reading the book a second time soon (wow, was it only in March that I picked it up?), but he must have been "omg wat" (well, Javert's version of "omg wat", at any rate) at that meeting, too, hahaa.) The ridiculous amount of plot-handy coincidences that are in that book, I'm not sure if I overlook/accept them more because they're just presented very well, or because they are absolutely hilarious and/or awesome.)

Wow, that's awesome! I really like his expression, I have such a hard time to draw faces, so I applaud you! I can really picture him entering the room and saying "Would you like my hat?". It' so Javert!
