It's not an union but the travel and marketing agreements only. No military or political. Just economic.

The Schengen Agreement is a Trade/Movement agreement including MOST of Europe. The UK and Ireland are the two "main" counties not included.
It's essentially a precursor to the current sized EU in many respects, though includes Switzerland, Norway & Iceland. So that the more neutral countries can still trade and move with everyone else freely.
