This is to help get Cyprus some view-time, since he is, after all, new.
Don't let the smile fool you; he's not normally very genial; in fact, he's typically quite moody, broody, and feels as though it's his sole duty to bring the pacifist dregs of the NFA out of their rut and into the fight, instead of always running and hiding. Very harsh, very critical of others.
He's something of a dictator in the making, and Miss is his right-hand lady.
Since Sykes is out of the NFA picture soon, Cyprus can take over freely and implement his wishes.
