It's from that one scene in the Super Mario-Kun where he built a snowman, the snowman comes to life and tries to attack the Commander Shroob and the Commander Shroob destroyed it.

Fortunately, the snowman gives Baby Luigi the Ice Flower and Baby Luigi totally kicked ass with it

I love the Super Mario-Kun so much.

I don't read Super Mario-Kun. I've never been a manga person at all, and it's probably partly in Japanese based on that panel you used. It sounds interesting, though

Well, you were able to translate that panel you used, so I'm assuming you looked up the translation somewhere. If you can read it without knowing Japanese, I guess the graphics must really speak a lot then, huh?
