The Northrop F-20 was designed to be an affordable export fighter,for those foreign governments that didn't have huge budgets to fill their Air Forces. At the time of it's initial push for sale,one country did order the fighter. The government of Taiwan,but,the Peoples Republic of China,protested greatly of the purchase,due to the potential ability to perform against their aircraft. The sale was withdrawn by the U.S.,and Taiwan went on to develop their own fighter ,the Ching Quo(sic). Also,many countries who've order weaponry from the U.S. in the past,didn't have much confidence in the F-20 Tigershark,only because it wasn't in the U.S. military inventory,reasoning,that,if the U.S. didn't use the fighter itself,then,it wasn't really a capable fighter. The funny thing is,it's close in performance to the 1st gen F-16,and was very maintainable,due to it's family ties to the F-5/T-38 aircraft.

Well the capabilities and initial design requirements seemed extremely similar, so I was wondering why they were developing two aircraft for the same job. A little wiki reading shows that the Y/F-17 was initially not meant for export at all, but the F-20 would be. Regan changed the rules when he took office about exportation, and the F-20 was pushed out of the market by the then F-16 and F-18.
