Before being closed down there was a problem with crime around this and another nearby cluster of dorms. Despite having two police forces, university and town police, Newark isn't too good at preventing crimes. Instead opting to focus on arresting drunk people, breaking up house parties, and fining people for speeding. And in one case accidentally starting a small riot on Main Street. Note the hollow painted area on the second level. That's another one of those light shafts I mentioned, but this one missing its' windows.
