What do you use to ink with? I'm always striving to achieve an effect like this in my own drawings, but it never really pans out no matter what I use.

I ink digitally using a program called Sketch Book Pro. It's sort of like Photoshop--lite. Great for sketching and inking--so-so with rendering. Anyway--its just a custom brush I created that mimics a typical brush pen. I work on a Cintiq too--so all of that is hand drawn with pressure sensitivity and everything.
