I'm honestly not familiar with the Hunter Wendigo. Β We made the Tartarus Wendigo to be a highly evolved killing machine that attacks anything that moves, hence they are among the deadliest of Kirra's servants.

The Hunter Wendigo is a bit less brutal. Its much more intelligent, able to use weapons, build basic structures, create fire, and set traps. But, on the flip side, its not as indestructible as other Wendigos: the new wendigo is killed by an Orca very quickly, and The Hunter gets its arm torn off with ease. This Wendigo is less "up close and personal" and more of the stalking type, but it is certainly capable.
Finally, the Hunter can learn. For example, if arrows don't work, it tries fire arrows, ect.

Don't be so quick to judge. The hunter has some cognitive ability: if the arrows are not working, maybe lighting them will be more effective.

Oddly before Until Dawn I always depict Wendigo axe wielding, same applies with the Minotaur
