It depends...
Usually I'm use watercolor first and then pen.
In this case it was different but I didn't have my watercolors with me so I tried to catch the idea.
Also I use 2 types of gelpen. One is resistant to water.

I have never been sure i the ink from the pen would just smear when i put watercolor over it
