This comic in particular are actually traditionally inked and colored in Photoshop. If you're interested in digital inking, though, I highly recommend FireAlpaca (both because it's great and also because it's free). fav.me/d6bfufs This one I used FireAlpaca with, for example (still coloring with Photoshop for the cel shaded look). If you're looking for more free options for coloring, FireAlpaca can probably do the same thing, along with things like GIMP depending on your operating system.
