Harajuku is the station they meet at, its not the fashion.
what they are wearing is Kisaki cosplay, Kisaki is a japanese musician.
and the fashion is called Visual kei.

Also, neat photo. I really do adore the costumes, they look so well made. I adore the boots/leg warmers (unsure of what they are) on te person on the right. So shiny... โฅ

Nobody knows what harajuku is! Harajuku is a place where lots of people dress in some of the japanese underground styles and cosplay as lots of people in visual kei bands. These two are cosplaying as Jun and Kisaki from the band Phantasmagoria.

The style is Visual Kei they are cosplaying guitarist Jun (red and black left) and Bass player Kisaki (pink and black right) from Phantasmagoria a band worth checking out sadly they have disbanded but they were epic! Jun is my favorite and they're cosplay is spot on! =3

The people didn't smile because the people they were cosplaying don't normally smile in pictures.
That would kind of defeat the purpose.

The girl on the left is cosplaying Jun, the lead guitarist on the far right of the picture. Girl on the right is cosplaying Kisaki, the bassist. Phantasmagoria was a visual kei band but they broke up. :] Kisaki owned the label they were under. He's kind of a big deal in the vk scene.

It's the name of a high-fashion shopping district in Tokyo where the edgiest of Japanese fashionistas hang out, which is where I saw these people. I've been told that these two are actually cosplayers, but the rest are dressed in the Harajuku style.
