A little crossover!
I had this idea watching the colours of these Sonic charcters and eevee evolution, so I thought: "why not?" XDIt was funny to draw Sonic (who hate water) with Vaporeon! It's so ironic!

Wow, great mind think alike, he does look graceful, majestic yet brave and determined, just like Espio (Not to mention it's potentially a dragon type).
To think I was the only one who like his design (Trust me, everyone who saw this "leak" despise it, and think it doesn't even look like a dragon-type, but at least it's not too "in your face" reptile-like or has wings like most fakemon dragon eeveelution does, which I hate.)

I think that is ok as Dragon type, it is simple and essential like many great Pokemon, and about the fact that it doesn't have reptile like features, I don't think it is a problem, many Pokemon are Dragon type even if they don't look like dragon at all, even Altaria is a dragon!!
