Well ... maybe not "happy" but one can say with certainty that Orks are 100% "jolly" as in enjoying themselves. So brigthness and delight are not uncommen in the grim darkness of the 41st (or like the 42nd now) millenium. Only humans don't get to be happy, because they are either conditioned to the point where they hardly feel any emotions OR the get ripped and torn apart 90% of the time.

i find it hard to count the Tau, because most of them are just brainwashed anyway. and those that aren't brainwashed are in pretty deep shit due to not having the full support of the empire.

I have to disagree. Tau are not brainwashed. They are mind-controlled to some extent, yet not nearly to the same degree as brainwashing would require.
Remember it's just pheromones - they are just affecting judgment rather than fully overriding it. The effect is neither permanent, can be undone and even disobeyed while it's in full effect. If either of these were not the case, we could speak of brainwashing - yet then, Farsight could not have been able to disobey his rulers, and Commanders like Torchstar could not have decided to go to the Farsight Enclaves on their own volition (which is how they acquired their first Riptides plus schematics btw), Shadowsun could not have decided to disobey freaking Aun'va himself and sacrificed one of her bodyguards instead.
(If you haven't read Kauyon, Aun'va orders her to go and fight Corvin Severax, essentially a death sentence in melee combat... she discloses with her guard that she has been given that order and one of them volunteers to wear her suit and go against the Master of Shadows in her stead so Shadowsun could pilot a Ghostkeel and kill him from behind.)
So two proteges of Puretide effectively disobey direct orders from the Ethereals - as well as Shadowsun's bodyguards, Farsight's whole expedition force and several dissidents of higher ranks as well. This would not have happened if the Tau truly were brainwashed.
The Tau do have the capability to fully brainwash individuals. This is mostly used as a form of punishment for individuals - both alien or not - that are too important to kill yet have openly rebelled against the Empire. And despite the predetermined path in the life of a citizen of the Tau Empire, I dare say they feel a sense of fulfillment and joy in what they do. This society works even without the full control of the Ethereals, as the Farsight Enclaves - which have become more relaxed in the absence of a leader for nearly 300 years - still mostly retain the same structure and the most honest belief in the Greater Good in all of the Tau Worlds as there are no Ethereals to enforce said belief. They believe these ideals on their own volition without any pheromone-perfumed preachers.

ok "brainwashing" might be the wrong term, but the Tau Empire is still a totalitarian society.

well it did break consistancy with the setting where there really are no "good guys". Even Vulkan at some point murdered a bunch of humans, whos only sin was not wanting to let go of their eldar friends. so to have this bright and progressiv Empire in there felt like misplaced effort, ofcourse we can talk about wether their "darkening" so to speak was done well or if it could have been done better, but it had to happen, otherwise there really wouldn't have been any reason to expand beyond it's borders.

It's still a war chant, like 80% of all WH40K songs. War chants are supposed to be inspiring.
A song not being depressing doesn't make it a happy song. And I hardly count war chants as "happy" songs. ^^
