(The real reasons mostly because he's my guinea pig for drawings and I enjoy his design I tried making him as sweet and innocent as possible, his face is usually pretty soft and round with chubby cheeks and freckles, it makes him look like a childish character. and the way he presents himself is usually shy and innocent, with him mostly hiding half his face with his hair. Along with this he's got a more feminine body, with larger hips than most other guys in The Prequel. Which some people might translate as showing he's weak and dainty, but that's subjective. 


For those reasons he's MEANT to look cute and innocent, sense in a way this was one reason why people didn't really expect him as a murderer in the story. He's not some middle aged man known for violence or being a creep by his co workers, as the Silver eyes seemed to suggest with William Afton. He's a moody teenager who has literally been described as looking 13. A lot of his odd behaviors weren't even mentioned by his co workers. Fred and Sammy almost kinda covered for him by not mentioning any of his odd behavior or attitude. Fred DEFINITELY covered for him, since they had more of a father son kinda thing going on. Which made Kevin, the guy who got framed look extra guilty due to the fact he pretty much immediately put it together that it was PB due to PB acting weird towards him and it not making sense with the other two."I BET IT WAS VINCE" was literally something he said to Mike when he was talking to him...so yeah. To an outsider it looked like he was blaming a child like, pretty charming teen, who's mostly known for being GREAT with children of his own crimes.)
